- Born in Claiborne, Maryland in 1947
- Graduated from Robert Russa Moton High School with honors in June 1965
- After high school, joined the United States Marine Corps and worked his way up through the Enlisted, Warrant Officer and Commissioned Officer ranks
- Decorated Vietnam Veteran; Retired as a Major after twenty-one years of service
- Attended National University - Majored in Business Management
- Previous Positions include Integrated Logistics Support Manager, AAI, Corp – Baltimore, MD, Department Head, Integrated Logistics Support, Teledyne Power Systems – Mobile, AL
- Joined Mobile County Emergency Management Agency in 1996; MCEMA responsibilities have included Plans and Operations Officer I and II, Director of Plans and Operations and currently, as the Agency’s Executive Director and Area Director of Homeland Security
- Community Involvement includes: Chairperson for the Tommie Agee Charity Foundation, Vice President of Gulf City Golfers Association, Mobile Area Mardi Gras Association, Summit to Advance Values in Education (SAVE), and American Legion Post 77. He is a 32nd Mason along with being a Shriner. Charter Member of Mobile’s Monford Point Marine Association; he is also a member of the Greater Mobile Chapter of 100 Black Men
- Professional activities include: Member of Port City Chapter of Blacks in Government , International Association of Emergency Managers Association, Society of Logistics Engineers (SOLE), and Past President of that organization
- Walt serves as the Past President of the Alabama Association of Emergency Managers
- Walt was recognized by the State Senate of Alabama, The Mobile County Comission, and the Mobile City Council for his and the the Agencies performance during Hurrican Ivan, Dennis and Katrina.
- Advanced Level Certified Emergency (ALEM) Manager for the (AAEM) Alabama Association of Emergency Managers.
- Adjunct Instructor in the Marine Corps.
- Testified two times before Congress on Mobile's preparation and response to the devastation of Hurricane Katrina.
- Serves on the Community for Black Social Workers Committee.
- Recognized as Blacks in Government Port City Chapter Community Service Award - especially for his efforts during Hurricane Katrina.
